December is the month Porto stops performing for visitors and simply runs. Granite goes dark with rain, the tiled façades gain a shine they never have in August, and the tram to Foz carries more commuters than cameras. The city is still fully open. It just closes earlier, and so does the sky.

Several museums switch to a winter timetable with a lunch closure. Plan around those four numbers and December works. Ignore them and you will spend the trip watching the light go at five.

Two figures shape a December day here: 12.4 wet days spread across the month, and 9 hours 17 minutes of daylight on the 15th. The rain arrives in broken spells rather than one long soak, so the working unit of a Porto winter day is the ninety-minute dry window between showers. Winter opening hours matter just as much, since one of the city’s headline interiors shuts for lunch from November through March.

The air figures come from IPMA, the Portuguese institute for sea and atmosphere, station 545 at Porto Pedras Rubras, 67.7 meters above sea level. Its 1991–2020 normals give December an average high of 58.5°F (14.7°C), an average low of 45.7°F (7.6°C) and 6.04 inches of rain. That is a thermometer on a mast, not a reanalysis grid cell averaged across a square of countryside, and the distinction earns its keep in a city wedged between a river valley and the Atlantic.
Rain days are where December earns its reputation. In an average month, 12.4 days record at least 0.04 inch and 5.3 days record 0.39 inch or more. Note the threshold: IPMA counts from 1 mm, while most US tables start at 0.10 inch, so the two counts are not interchangeable. Practically, that reads as two wet days in five, most of them showery rather than continuous, and roughly one day in six heavy enough to cancel a walking afternoon.
The day-to-night gap is a modest 12.8°F, so the packing problem is water rather than cold. A shell you can actually walk in beats an umbrella on the Ribeira, where the wind comes up the river. Light is the constraint nobody budgets for. On December 15 the sun rises at 7:51 a.m. and sets at 5:08 p.m. local time, since mainland Portugal runs on UTC in winter, for 9 hours 17 minutes of daylight. Photographers get a long, low gold hour over the Douro from about four. Everyone else discovers that a 3 p.m. start on the far side of the river is a plan that finishes in the dark.
Can you swim in Porto in December? Sea temperature and what it feels like
The sea surface off Porto averages 59.2°F (15.1°C) in December, from Open-Meteo Marine over 2015 to 2024. One nuance belongs on the label: that average is built from daily maxima, so it sits a shade above what a full 24-hour mean would show. The water you meet at nine in the morning is cooler than the figure suggests, and the figure is already cool.
At 59°F, unprotected swimming is a short, loud business measured in minutes rather than laps. Surfers at Matosinhos and Foz stay out for hours because they wear 4/3 wetsuits with boots, and the schools that rent boards rent the rubber with them. If your trip depends on getting in the water, November’s 62.4°F is the nearest improvement, and it is not a large one.
On wind and swell we hold our hands up: our data set carries no December normal for wind speed or wave height on this stretch of coast, so we gives no number for either. What the beach does deliver in December is a long, empty seafront promenade from Foz north to Matosinhos, walkable in any weather that is not actively sideways.
How busy is Porto in December? Crowds, prices and the demand peak
We hold no monthly rate series for Porto, so no month here gets called the cheapest of the year. What the calendar does say is that December splits in two. The first three weeks belong to the low season that runs from November through February. Then the Christmas and New Year window fills the center for roughly ten days, and empties again in the second week of January.
The split shows up in the timetable rather than in any figure we can source. The Palácio da Bolsa keeps its winter hours from November through March, 09:00 to 13:00 and then 14:00 to 17:30, against 09:00 to 18:30 from April to October, and its guided tour is mandatory and lasts 30 minutes. Then there is the line that appears at checkout. Porto charges a Taxa Municipal Turística of EUR 3 per person, per overnight stay, capped at 7 consecutive nights. Children aged 12 and under are exempt, as are stays for medical treatment and visitors with a disability of 60 percent or more, the latter two extending to two companions each on proof. It is per person, not per room: two adults for five nights hand over EUR 30 at the property.
One budget line repays itself in December, and it is the distance between your bed and dinner. With 12.4 wet days and the light gone at 5:08 p.m., a central room turns a rainy evening into a five-minute walk instead of a transfer. If the cheaper bed sits further out, price the fares first: a Z2 title covering central Porto costs EUR 1.40 for one hour, ten titles plus one free cost EUR 14.00, and the reusable Andante Azul card adds EUR 0.60.
Things to do in Porto in December
December hands you one thing the ordinary calendar does not. The Clérigos Tower opens daily from 09:00 to 19:00 all year, and pushes its closing to 23:00 over Christmas, alongside Easter and summer. A night climb above a lit city is a Christmas-window privilege here. The month also takes something away: from November to March the Palácio da Bolsa closes for lunch, running 09:00 to 13:00 and 14:00 to 17:30 instead of straight through to 18:30.
Prices and hours, for the four names most trips include. Livraria Lello charges EUR 15.95 to walk in, opens 09:00 to 19:30 every day, and closes on December 25. The ticket is a voucher whose value comes off any book from Lello’s own editions, and you need one even if you only intend to buy. Palácio da Bolsa is EUR 14, or EUR 9.50 for students and seniors. Serralves is EUR 24 for the general ticket, EUR 15 for the park alone.
Free in December comes with conditions worth reading. Children under 12 enter Serralves free, and children up to 12 with an adult enter the Bolsa free outside children’s groups. A Porto Card or a Youth Card takes 50 percent off Serralves. The first Sunday of the month is free at Serralves only for residents of Portugal, on presentation of a Citizen Card or Resident Card at the box office, so a visitor from abroad still pays EUR 24 that day.
Porto in December: a two-day itinerary
Day one starts late by choice, since the sun does not clear the rooftops until well after its 7:51 a.m. rise. Be at the Clérigos Tower for the 09:00 opening, then Lello at ten while the queue is short. Reach the Palácio da Bolsa before 13:00 or accept the 14:00 restart, because the guided tour is mandatory, runs 30 minutes, and the language is assigned in order of arrival. Keep the Ribeira and the Gaia bridge crossing for the gold hour that lands around four.
Day two goes west. Serralves at opening buys three unhurried hours across the museum, the park and the Treetop Walk for EUR 24, or EUR 15 for the park alone, then the coast road takes you to Foz for the seafront walk. On the 5.3 days a December month tops 0.39 inch, invert it: the museum wing and House of Cinema absorb the morning, the Bolsa’s afternoon slot runs to 17:30, Lello stays open to 19:30. On air temperature the three months form a staircase down: 62.2°F in November, 58.5°F in December, 57.2°F in January, with lows following the same slope from 48.9°F to 43.5°F. Rainfall barely separates them, at 6.53, 6.04 and 5.94 inches. The wet-day row reads straight across: all three months use IPMA’s 0.04 inch threshold. The sea drops fastest: 62.4°F, then 59.2°F, then 57.5°F.
Move four weeks earlier and you buy warmer water and longer afternoons, and you give up the Christmas-only 23:00 opening at the Clérigos Tower plus the full winter emptiness of the streets. Is December a good time to visit Porto?
Yes for a city trip built on interiors, food, port lodges and short bright walks, and yes for anyone whose budget cares about the difference between a December Tuesday and an August one. No for a beach trip, no for anyone who needs long outdoor daylight, and no for travelers who dislike rearranging a day at short notice. Two wet days in five is not a rumor, it is the normal.
If the answer lands on no, November is the closer fix rather than January: 62.2°F days, a sea at 62.4°F, and the same pre-holiday quiet. Book the central bed, buy the two indoor tickets you will genuinely want on a wet afternoon, and let a 5:08 p.m. sunset push dinner an hour earlier than feels natural. One thing we could not confirm at source: the fare zone the airport falls in on metro line E. Metro do Porto publishes the ladder from Z2 at EUR 1.40 up to Z8 at EUR 4.10 without naming that zone, so check it at the departure station before you tap. And keep December 25 marked, since Livraria Lello closes for the day.
