Funchal in February: Weather, Sea Temperature and the Cruise-Ship Peak

Winter in Funchal looks like this: a 67.8°F afternoon, gardens in flower on the hill above town, and ships alongside in the harbor before breakfast. February is the strange month when a European low season is Funchal’s busiest arrival season, because the cruise calendar here runs on winter. The port counted 113,839 passengers ashore in February against 4,071 in July.

What the date takes away is water and light. The sea off the city averages 67.2°F, the sun is gone by 6:53 p.m., and roughly one day in five records measurable rain. What it hands back is a trip that needs no heat strategy at all: the Monte gardens, the wine lodge on Avenida Arriaga, the covered market at 7 a.m., all comfortable between nine and six. Every figure here is measured in Funchal itself.

February gives Funchal walking weather, green hillsides and the fullest harbor of its year, at the price of a 67.2°F sea and a sunset before seven.

Go for: garden days that need no shade, a cable car open 08:45 to 17:45, markets from 7 a.m., and a city fully awake in midwinter.

Think twice before: building the trip around swimming or around the Monte sledges, which do not run in rain or on wet ground and cannot be booked.

The normals below come from IPMA station 522, a thermometer sitting 58 meters (190 feet) above the sea in Funchal itself. Madeira’s high ground is colder and far wetter, and the north coast keeps a different day entirely, so nobody should pack for a mountain levada on a reading taken by the harbor. For the island beyond the city, our Madeira guide is the place to start.

Portugal’s national weather service, IPMA, puts February in Funchal at an average high of 67.8°F (19.9°C) and an average low of 57.0°F (13.9°C) across the 1991 to 2020 period, with 2.85 inches of rain over the month. Those readings come from station 522 in the city, a real instrument rather than a model grid square, which matters on the morning your weather app disagrees with the sky outside your room.

Measurable rain falls on 5.5 days in an average February, and 2.1 of those days deliver 10 mm or more, about 0.39 inch. Read that as one wet day in five, with roughly two of them heavy enough to cancel a plan rather than delay it. Watch the threshold before you compare: IPMA counts from 1 mm (0.04 inch), while American tables usually start at 0.10 inch, so the two sets of rain days are not interchangeable.

Ten degrees separate the average afternoon from the average night, 67.8°F down to 57.0°F. On the ground that means a shirt at lunch on Avenida Arriaga and a real layer walking back from dinner, plus something waterproof small enough to fold into a day bag for the heavy pair of days. No winter coat is needed here, and no suitcase of shorts will do. Our packing list covers the rest of the country.

On February 15 the sun rises at 7:49 a.m. and sets at 6:53 p.m., giving 11 hours and 4 minutes of daylight. Madeira runs on UTC at this time of year, so those are the clock times your phone will show. Two consequences for the day: the first cable car at 08:45 leaves an hour after sunrise, and the last light of the evening arrives long after the Monte gardens have locked up at 6:00 p.m.

Can you swim in Funchal in February? Sea temperature and what it feels like

Sea surface off Funchal averages 67.2°F (19.6°C) in February, from the Open-Meteo marine series over 2015 to 2024. One qualifier travels with that number and should not be dropped: it is the mean of daily maxima, so it sits a shade above a true 24-hour average. An eight o’clock swim will not feel like a four o’clock one.

Water at 67.2°F is swimmable, briskly. The first thirty seconds sting, the next twenty minutes are fine, and the towel matters more than the entry. With the afternoon air averaging 67.8°F, there is no baking concrete waiting to dry you afterward, and that is the honest difference from an August swim. Anyone planning a full hour in the water, snorkeling or swimming lengths, should bring a shorty wetsuit rather than count on the sun.

We found no monthly wind or swell series for Funchal that we trust, so we give no figures for either. The rain record is the one signal we can pass on: 2.1 February days bring 10 mm or more, and those are the days to check conditions before getting in, along with whatever the lifeguards and flags say that morning.

How busy is Funchal in February? Crowds, cruise passengers and the tourist tax

Funchal’s demand peak sits in winter, and the port figures are blunt about it: 113,839 cruise passengers came ashore in February against 4,071 in July, with 44 ship calls in the month against three. That works out to roughly twenty-five February arrivals for every July one. The counts come from APRAM, the regional port authority, read off published charts that plot 2025 and 2026 side by side; we give the higher and more recent series, and the seasonal shape is identical in both.

The pressure lands in a window, not across the day, and it falls on the old town and the cable car station while as many as four ships are alongside. Two things are worth booking before you fly: the cable car e-ticket, valid 60 days from purchase, and a slot at Blandy’s, where the lodge advises booking ahead and cancels free up to 24 hours out. The Monte sledges cannot be reserved at all, on any channel, at any price.

Funchal levies a Taxa Municipal Turística of 2 euros per person per night, capped at seven consecutive nights, so 14 euros per guest at most. It applies to every paid overnight stay in the municipality whatever you booked through, and the count starts again after an interrupted stay. Children of 12 and under go free on production of an ID, as do visitors with a disability of 60 percent or more and residents of Madeira who can show a local tax address.

In a month carrying 5.5 wet days, the money that changes the trip buys an indoor hour. Blandy’s Wine Lodge on Avenida Arriaga runs its Premium Tour at 23 euros, 45 minutes ending in a tasting of three Madeira wines, with English departures Monday to Friday at 10:30, 14:00, 15:00 and 16:00 and extra Sunday slots. Beyond fixed prices like that one, we found no occupancy or room-rate series for the city, so we crown no month cheap or expensive and quote no nightly rate.

Things to do in Funchal in February: Monte, Blandy’s and the Mercado dos Lavradores

A 67.8°F afternoon is easy walking weather, and the hill above town is essentially one long garden. The date also sorts your timing: with sunrise at 7:49 a.m., the cable car’s 08:45 opening is a civilized hour to be up there, well ahead of the groups the ships send uphill. Come in July instead and the harbor is nearly empty of cruise passengers, 4,071 in the whole month, but the same climb is hotter work.

The Teleférico do Funchal runs 08:45 to 17:45 every day but Christmas, at 22 euros return and 16 euros one way, free for children up to 6 and half price from 7 to 14; the e-ticket stays valid 60 days. At the top station, on Caminho das Babosas, the Monte Palace Tropical Garden spreads 70,000 square meters, about 17 acres, of exotic planting, tile panels and a sculpture museum, at 18 euros for adults and free for under-14s with an adult. Down at Bom Sucesso, the Botanical Garden Eng. Rui Vieira on Caminho do Meio holds more than 2,000 exotic species.

Winter moves the clocks at Monte Palace: from October through March it closes at 6:00 p.m., an hour earlier than in summer, while the museum inside shuts at 5:00 p.m. all year with last entry at that same hour. The sledges are where February really bites. Two carreiros in white run them Monday to Saturday, 9:00 to 6:00, at 30 euros for one rider, 40 for two and 60 for three, with no three-person run at all in rain or on wet ground. Tickets are same-day, on site, and the office can close early when the queue builds.

Two markets cost nothing to walk into, which counts for something in a month with heavy rain on a couple of days. The Mercado dos Lavradores in the old town opens 7:00 a.m. to 7:00 p.m. Monday to Friday and 7:00 a.m. to 2:00 p.m. on Saturday, its best hour being the Saturday morning and its worst surprise the Saturday afternoon, when the doors are locked. It also closes Sundays and public holidays. The Mercado da Penteada takes the Sunday, 7:00 a.m. to 1:00 p.m., and stays open to 8:00 p.m. Monday to Thursday and 9:00 p.m. on Friday.

Funchal in February: a two-day itinerary

Day one goes uphill. Leave the hotel around 8:15, with the sun up since 7:49, and take the first cabin at 08:45, 22 euros return. Monte Palace opens at 9:00: give it two hours for the 70,000 square meters and the tile panels, and put the sculpture museum before its 5:00 p.m. close. If the ground is dry, ride a sledge down, 30 euros solo or 40 for two. Lunch in town, then Blandy’s at 15:00 for the 45-minute tour. Light holds until 6:53 p.m.

Day two opens at the Mercado dos Lavradores from 7:00 a.m., and on a Saturday you want to be inside before the 2:00 p.m. shutdown. Then the Botanical Garden at Bom Sucesso and its 2,000-plus species, with the seafront saved for the long light. Rain reorders the day rather than killing it: the sledges stop on wet ground and no reservation exists to protect you, so move the wine lodge to 10:30 or 14:00, keep the Monte museum for the afternoon, and on a Sunday head to Penteada, open until 1:00 p.m.

Funchal in February vs January and March

Measure January February March

Cruise passengers 113,210 113,839 108,699
Ship calls 41 44 44

Across the three winter months, February is the coolest by day at 67.8°F, against 68.0°F in January and 69.1°F in March, and the coolest by night at 57.0°F. It also collects the most rain, 2.85 inches, on the fewest wet days, 5.5 against 6.2 and 5.8, so February rain arrives in bigger deliveries. Sea temperature keeps its own schedule, cooling from 68.6°F in January through 67.2°F in February to 66.9°F in March, all three read from the same marine series of daily maxima.

Push the trip four weeks later and March gives 1.3°F more by day, 0.40 inch less rain and the fewest cruise passengers of the three at 108,699, for the coolest water of the three at 66.9°F. Pull it four weeks earlier and January hands over the warmest sea of the winter, 68.6°F, along with 6.2 wet days and 41 ship calls. Our January page lays that month out in full.

Is February a good time to visit Funchal?

Yes, if the trip runs on walking, gardens, markets and wine, and if you enjoy a city that is wide awake in midwinter. Less so if it runs on the water: 67.2°F is a swim you commit to rather than one you drift into. A February arrival also lands in the thick of the cruise calendar, 44 calls and 113,839 passengers, and that shows in the old town between mid-morning and late afternoon.

When that description misses your trip, March is the sensible swap: 69.1°F days, 2.45 inches of rain, 5.8 wet days and about 5,000 fewer cruise passengers ashore than February. For anyone counting the holiday in swims, January’s 68.6°F sea is the warmest of the three, with 6.2 wet days to work around. The full national calendar sits in our best-time guide.

What February alone puts on the table is a harbor at its fullest, 113,839 passengers, the highest monthly count in the port’s published January-to-August figures, delivered on the fewest wet days of the three winter months.

The last word

Book February if you want Funchal green, busy and walkable, and take the sea for what it is. Two practical calls before you go: buy the cable car e-ticket at home, since it stays good for 60 days, and treat the sledge as a morning decision, because tickets are same-day only and wet ground stops the three-person run. If 45 minutes at Blandy’s is longer than you want, the lodge also runs a shorter 30-minute tour, and free cancellation up to 24 hours out means a rainy Tuesday costs you nothing.
