FUNCHAL · JANUARY · 32.6° N
January in Funchal is winter in name only: 68.0°F in the afternoon, gardens in full color on the slopes above the harbor, terraces that never close. It is also the month the cruise ships arrive in force, 41 calls and 113,210 passengers ashore, so the old town fills by mid-morning and thins out again at sailing time.
What the month withholds is light and water warmth. Daylight runs 10 hours 17 minutes on January 15, the sun is not up until 08:08, the sea averages 68.6°F, 1.7°F under December, and rain falls on 6.2 days. That trade suits walkers, garden people and anyone who books a trip around food and wine. It suits swimmers less, and the three-month comparison below says by how much.

THE MONTH AT A GLANCE · FUNCHAL · JANUARY
Book January for 68.0°F afternoons, a 68.6°F sea and only 6.2 wet days, and plan the old town around 41 cruise calls.
IPMA STATION 522 · 1991-2020 NORMALS · CRUISE PEAK MONTH
Go for: garden mornings at 68.0°F, Madeira tasted at the lodge that makes it, market hours from 07:00, and a sea that still reads warmer than the average afternoon on land.
Think twice before: building a day around the Monte wicker sledges. They cannot be booked, they close on Sundays, and no three-person ride runs in rain or on wet ground.

Every figure here comes from IPMA’s own station in Funchal, number 522, standing at 190 feet (58 m) above the sea inside the city, over the 1991 to 2020 period. That is a real thermometer, not a model grid cell. It describes the coast and nothing else: the interior is colder and far wetter, so a levada walk above town needs its own forecast and a warmer layer than these numbers suggest. The island-wide view sits in our Madeira guide.
Funchal weather in January: average highs, lows and rain days

IPMA, Portugal’s national weather service, records an average high of 68.0°F and an average low of 57.7°F for January in Funchal, with 2.64 inches of rain across the month. Those are 30-year normals measured at station 522, in the city, at 190 feet. The distinction is worth a sentence when you pack: a coastal station normal and a reanalysis grid cell can disagree, and only one of them has a shelter and a gauge behind it.
Measurable rain lands on 6.2 days in an average January, roughly one day in five, and 2.3 of those days deliver 0.39 inch or more. Careful with the counts: IPMA uses a 0.04-inch threshold for a wet day, not the 0.10-inch threshold American tables use, so the two are not interchangeable. In practice the month gives you long dry stretches broken by a handful of gray mornings, plus two or three days heavy enough to move the afternoon indoors.
Only 10.3°F separates the average afternoon from the average night, so a single fleece covers all 24 hours. Add a light rain shell for those 2.3 heavy days, shoes with grip for wet cobbles, and a swimsuit you are willing to test. Our Portugal packing guide carries the full kit. January in Funchal only changes the top layer and the shoes.
On January 15 the sun rises at 08:08 and sets at 18:25, Madeira time, for 10 hours 17 minutes of usable light. Late sunrise is the part that catches people out, since breakfast happens in the dark and the first cable car at 08:45 leaves barely half an hour after first light. Work backward from 18:25 instead. The cable car’s last run is 17:45 and Monte Palace shuts at 18:00 from October through March, so the uphill half of the day ends before dinner.
Can you swim in Funchal in January? Sea temperature and what it feels like
Open-Meteo’s marine series puts the sea surface off Funchal at 68.6°F in January, averaged over 2015 to 2024. Read the small print on that number: it is the mean of daily maxima, the warmest point of each day, so it sits a shade above a true 24-hour average. Tables that average around the clock will show Funchal slightly cooler, and neither figure is wrong. They are answering different questions.
At 68.6°F the water is fractionally warmer than the average January afternoon on land, which is the quiet advantage of an Atlantic island in winter. It still reads cold to a body used to the Caribbean: a sharp first minute, twenty pleasant ones, then a strong interest in a towel. Anyone planning a full hour in the water wants a shorty wetsuit. Families tend to use the hotel pool and the lidos and keep the open sea for one bracing dip after lunch.
Waves and wind are the gap in our numbers. We could not verify a January wave height or a wind statistic for the water off Funchal, so we publish none, and winter Atlantic swell is not a thing to guess at. What we can say is that wet days are few, 6.2 of them, and that the 2.3 heavy days are the ones when a sea entry looks least appealing. Check the marine forecast the morning you plan to swim, and ask at the lido desk before you pay.
How busy is Funchal in January? Crowds, the tourist tax and the cruise calls
Funchal’s demand peak lands in winter, and the port authority’s counts make it plain: 113,210 cruise passengers came ashore in January against 4,071 in July, with 41 ship calls against 3. February tops the curve at 113,839. Those figures are read off APRAM’s published charts, which plot 2025 and 2026 side by side, and we quote the higher, more recent series. The seasonal shape, winter many times summer, is identical in both years and is the part to rely on. A winter morning can put four ships alongside at once.
That traffic is day traffic, and it shows in what can be reserved. Blandy’s Wine Lodge asks you to book ahead and allows free cancellation up to 24 hours before, with English departures Monday to Friday at 10:30, 14:00, 15:00 and 16:00. The cable car sells e-tickets valid 60 days, so buy those before you fly. The Monte sledges cannot be booked at all: same-day tickets, sold on site, with the office closing early when the queue is long. We found no occupancy or room-rate series for Funchal, so we give no booking lead time in weeks and crown no month cheap.
Budget for the Taxa Municipal Turistica on top of the room: EUR 2 per person per night, capped at seven consecutive nights, so EUR 14 per guest at most. It applies to every paid overnight stay in the municipality whatever the booking channel, and a stay broken by nights elsewhere starts the count again. Children of 12 and under go free on production of an ID, as do residents of the Autonomous Region of Madeira on proof of tax address and travelers with a disability of 60 percent or more.
The one upgrade that changes this month specifically is the cable car ticket. A return costs EUR 22 and one way EUR 16, and that EUR 6 difference buys a way back down the hill when a shower cancels the wicker sledges, which never run three-up on wet ground. Children up to 6 ride free and 7 to 14 pay half, so two adults with two small kids pay EUR 44 for the round trip and nothing more.
Things to do in Funchal in January: Monte, Blandy’s and the Mercado dos Lavradores

Cool air is what January hands the uphill half of the city. The climb to Monte and the long garden paths are hard work in an August afternoon and genuinely pleasant at 68.0°F. The trade-off is the clock: the old town between 09:00 and 17:00 belongs to the ships in this season, while the Mercado dos Lavradores opens at 07:00, which is the hour to use it.
Monte Palace Tropical Garden sits on Caminho das Babosas at the cable car’s top station: 70,000 square meters of exotic planting, tile panels and a sculpture museum, EUR 18 for adults, free for children up to 14 with an adult. From October through March it runs 09:00 to 18:00, and the museum inside closes at 17:00, last entry at the same hour. At Bom Sucesso, on Caminho do Meio, the Botanical Garden Eng. Rui Vieira holds more than 2,000 exotic species. On Avenida Arriaga, Blandy’s runs a 45-minute Premium Tour at EUR 23, ending on three Madeira wines.
A garden’s planting looks much the same in July as it does now. What moves with the season is the air and the clock: an 18:00 close instead of 19:00, light gone by 18:25, and 2.3 days in the month wet enough to keep the three-person sledge off the road, since no three-up run goes in rain or on wet ground. Keep in mind too that 68.0°F belongs to a station near sea level. Monte stands well above the harbor, and the air up there is cooler than the seafront reading.
Free this month and worth the walk: the Mercado dos Lavradores, 07:00 to 19:00 Monday to Friday and 07:00 to 14:00 on Saturday, shut on Sundays and public holidays. That Saturday close catches people out, because Saturday morning is the week’s best hour in the building. Sunday is answered by the Mercado da Penteada, the second municipal market, 07:00 to 13:00 on Sundays and holidays. Children up to 14 enter Monte Palace free with a paying adult.
Funchal in January: a two-day itinerary
Day one is timed to the light. Coffee in the dark, then the Mercado dos Lavradores at 07:30 while it is still a working market. First cable car at 08:45, Monte Palace at 09:00 as the gates open, two hours among the tile panels with the sculpture museum included. Sledge down after 11:00 if the road is dry, EUR 30 alone or EUR 40 for two, then lunch in the old town. Blandy’s at 14:00 for the 45-minute tour, and the seafront by 17:00, with the sun going at 18:25.
Day two heads west of the center and down to the water: the Botanical Garden at Bom Sucesso and its 2,000 species in the morning, a lido hour while the sea reads 68.6°F, an afternoon along Avenida Arriaga. If the sky turns, reverse the order. The sledges stay parked on wet ground and all day Sunday, the cable car keeps running in rain until 17:45, and the garden museum, the lodge’s shorter 30-minute tour and the covered market are all indoor hours. Book the lodge the day before and treat the free cancellation as your rain clause.
Funchal in January vs December and February
| December | January | February | |
|---|---|---|---|
| Average high | 69.8°F | 68.0°F | 67.8°F |
| Average low | 59.9°F | 57.7°F | 57.0°F |
| Precipitation | 3.73 in | 2.64 in | 2.85 in |
| Days with 0.04 in or more | 8.6 | 6.2 | 5.5 |
| Sea surface (daily maxima) | 70.3°F | 68.6°F | 67.2°F |
| Cruise passengers | not in the series we read | 113,210 | 113,839 |
December is the warmest of the three, 69.8°F by day and 59.9°F at night, and it pays for that with 3.73 inches of rain over 8.6 wet days. January brings the high down to 68.0°F and the rain to 2.64 inches over 6.2 days. February counts the fewest wet days, 5.5, and the coolest water: the marine series gives 67.2°F against January’s 68.6°F and December’s 70.3°F. The air figures come from IPMA’s station and the sea figures from the marine API, two different kinds of measurement sitting in one row.
Shift four weeks earlier and you gain 1.8°F on the afternoon and 1.7°F in the water, at the cost of 2.4 extra wet days and the holiday weeks. Shift four weeks later and February gives you the driest count of the trio with almost the same afternoon, 67.8°F, while the sea drops 1.4°F and the ships keep coming: 44 calls and 113,839 passengers, just above January. The trade is rain against water temperature, and it is a modest one in either direction. The wider calendar sits in our best time to visit Portugal guide.
Is January a good time to visit Funchal?
Yes, for a particular kind of trip. Gardens, market mornings, wine lodges, coastal walking and 68.0°F afternoons in the middle of an American winter: January delivers all of that, on 6.2 wet days out of 31, and it does it with a sea that beats the air temperature. No, if the plan is long swims without a wetsuit, or if four cruise ships alongside would take the shine off the harbor for you.
If the answer is no, February is the month to shift to. It cuts wet days to 5.5, holds the afternoon at 67.8°F and asks only 1.4°F of the sea in return. What it will not do is thin out the crowd: 44 calls and 113,839 passengers make it the fuller of the two on the waterfront, so the shift buys dry hours, not quiet ones.
Of the three months, January is the only one that pairs a sea still warmer than February’s, 68.6°F, with a rainfall total more than an inch below December’s.
The last word
The decision comes down to what you intend to do with the afternoons. Book these nights if the plan is gardens, cobbles and a cellar, with the sea as a bonus on the bright days, and give the old town its early hours before the gangways go down. One practical thing we have held back: Blandy’s also runs a shorter 30-minute tour and adds Sunday departures in English, covering the one day of the week when the Monte sledges are parked and the Mercado dos Lavradores is locked. Buy the cable car e-ticket before you leave home: it stays valid for 60 days.
