The normals come from Mexico’s national weather service (Servicio Meteorologico Nacional, CONAGUA), averaged over 1981-2010 at station 25062, the Mazatlan observatory in the historic center. January averages a high of 78.4°F, a low of 59.2°F and 1.28 inches of precipitation. The Zona Dorada and Cerritos Beach, a few miles north, are not separately measured. Every figure here is the old town’s thermometer, and the hotel strip may read a little differently.
The station counts 2.2 days of measurable rain in an average January, and SMN does not publish its threshold on the station sheet. That works out to roughly one day in fourteen, so most of the month is dry. A light rain layer covers the exceptions, and one flexible day in the schedule covers the rest.

That is a mean of daily maxima, the warmest reading of each day, so a 24-hour mean would come out a shade lower. The source is a marine model of the water off the city, not a thermometer at a particular beach.
At 75.2°F the sea is comfortable for a swim once you are past the first wade in. December’s 76.6°F is slightly softer and February’s 73.3°F slightly cooler. The water feels best in the afternoon, when the air has warmed toward its 78.4°F high.
Our sources carry no wind or swell data for Mazatlan in January, so we cannot say how choppy the water runs. Ask your hotel or a local operator for the day’s conditions before you swim, at Zona Dorada and Cerritos Beach as much as anywhere.
How busy is Mazatlan in January? Crowds and prices
We found no occupancy series and no monthly hotel-rate series for Mazatlan, so we crown no month expensive and none cheap. The price gap between them has to come from quotes you gather yourself.

In the historic center, the Angela Peralta Theater sits inside a federally protected historic zone. Above the harbor, El Faro tops Cerro del Creston at 157 meters above sea level. A pier near El Faro sends small passenger boats (pangas) to Isla de la Piedra, a beach across the harbor entrance, a few minutes each way. Informal sources disagree on the fare, so ask at the pier. Venados, Pajaros and Lobos, the three islands facing the bay, form a federally protected natural area reached only by boat.
The theater and the hill are fixed points, and the air is what the month changes. With highs at 78.4°F and light fading shortly before a quarter to six, the climb to El Faro is a daytime plan, and the panga back from Isla de la Piedra should leave well before dusk. We could not verify January hours or admission prices for the theater, El Faro or the island trips, so confirm them locally.
The Malecon is a public promenade, and the walk from the historic center toward the Zona Dorada costs nothing. Further north, Zona Dorada and Cerritos Beach, the main hotel-strip beaches, extend the stroll for anyone who wants a longer stretch along the water.

Reach the historic center by mid-morning for the Angela Peralta Theater and spend the warm hours in its streets. Late in the afternoon, take a panga from the pier near El Faro across to Isla de la Piedra and be back on the near shore before dusk.
Day two, the water. Pick a whale-watching trip from the marina, a boat to Venados, Pajaros or Lobos, or a beach day at Zona Dorada or Cerritos in a 75.2°F sea. Measurable rain falls on 2.2 days in an average January. If the weather turns, swap the two days, keep the historic center for the wet one and push the boat day to the next clear morning. Ask the operator whether trips sail in rain, since our sources do not say.

January’s average high of 78.4°F sits 2.0 degrees under December’s 80.4°F and 0.4 degrees under February’s 78.8°F. It is the wettest of the three at 1.28 inches, against 0.78 in December and 0.52 in February, with 2.2 rain days against 2.0 and 1.2. The sea figures come from the marine API for 2015-2024, a different source and period from the 1981-2010 station normals for air and rain.
Moving to February buys a drier month, 0.52 inches over 1.2 rain days, and takes 1.9 degrees off the sea. Moving to December puts you in water 1.4 degrees warmer and air that runs warmest of the three. Mazatlan in December carries the same measures for that side of the choice.
Is January a good time to visit Mazatlan?
For a trip built around the water and the historic center, yes: 78.4°F days, a 75.2°F sea and about two rain days suit walkers, swimmers and whale-watchers. One item comes before the date.
